Disable the Consent Studio banner for visitors outside of the EU
Using geolocation in Consent Studio

Use Geolocation in Consent Studio to disable the cookie banner for specific regions
There may be scenarios in which you want to hide (and are allowed to do so) the Consent Studio consent banner and assume consent for all consent categories (functional, analytics and marketing).
You can achieve this by setting up a geolocation rule for non-EU countries and selecting the following checkbox (“Auto-accept all categories and hide banner initially”):

A note on Google Consent Mode behaviour
With Auto-accept all categories and hide banner initially enabled on a non-EU rule, those visitors never see the banner and all categories (functional, analytics and marketing) are granted as soon as the consent script loads, so your tags and Google Consent Mode signals keep measuring. A small consent toggle stays visible, so these visitors can still change or withdraw their choice at any time (an opt-out model).
If you leave this setting off for visitors outside the EU, they are treated the same as EU visitors: the banner is shown and, if you use Google Consent Mode, its signals start in the denied state and switch to granted only after the visitor accepts. Google tags will not measure those visitors until they accept. Enable this setting when you want to keep measuring visitors in regions that do not require a consent banner.
Limitations
We only allow using the "Auto-accept all categories and hide banner initially" for non-EU countries. This means that you will not see this checkbox when you have European countries selected within the scoped countries in your ruleset.
